Our Services
Taking inspiration from the Entrepreneurial Operating System (EOS), we help city leadership teams accomplish their most impactful work yet.
-
A new way of running your city to build relationships & accountability.
Establish your formal leadership team, and adopt a new operating system and meeting cadence. Inspired by the Level 10 (L10) Meeting, you'll get an honest look at where your leadership team and organization stand, and the tools and training to run it well week after week.
-
Walk away with a leadership team stronger than ever and clarity on where you’re going & how you’ll get there.
Over the course of two days, McKennan Consulting will facilitate your leadership team through building a roadmap clarifying your purpose, values, and long-term vision using a tool called the Vision / Traction Organizer (V/TO). This dedicated time away allows your team to focus on the future, identify emerging challenges / opportunities, and connect with one another.
With a clear vision set, we then help your team set realistic goals, assign clear ownership and quarterly targets to keep your team accountable and moving forward.
-
Stay on track.
Once your vision and goals are in place, facilitated quarterly sessions keep the team on track. In this guided facilitated half-day session, your leadership team will refocus and reflect on progress toward priorities, solve complex issues, and set targets for the next 90 days.

About Us
Allie Hartzler
McKennan Consulting was founded by Allie Hartzler, a Minnesota native with a heart for service. She spent nearly a decade in the public sector in South Dakota, launching and scaling the City of Sioux Falls’ strategic planning practice, inspired by EOS.
Through Allie’s facilitation, the City of Sioux Falls had clear priorities for its $750M budget and accomplished truly transformative work, including: relocating a processing plant out of downtown, achieving the lowest violent crime rate in over five years, recruiting more police officers than ever, transforming bus service into an on-demand model, and so much more.
The work she’s most proud of is creating clarity and watching teams turn that clarity into purpose. That, and her daughter’s love of butter.
FAQs
What is a strategic plan?
A strategic plan puts your priorities on paper. They’re the shared goals you’re all working towards, and a filter by which decisions are made across the organization. It’s a roadmap, breaking down the future ideal state into doable weekly milestones.
How would strategic planning help my city?
With clear priorities and a system to actually work towards them, decisions get easier, resources go where it matters, and projects get finished. The work keeps moving even when the people or budget change.
Who can benefit from strategic planning?
High-level leaders in cities of all shapes and sizes. We work with Mayor’s Offices, executive teams, department leadership teams, and on special projects. No matter the team, we help build a single system that creates clarity, results, and purpose.
"Defining smart and intentional strategies - whether for a specific project or a community wide vision - requires asking the right questions and often the hard questions. This is exactly what Allie did for cross-sector teams at the City of Sioux Falls. She helped us build roadmaps we actually used to drive results.”
